About Petitioning

1.Orientation

According to the Petitioning Regulations, petitioning is to reflect the duty behaviors of CSRC and its working personnel, offer advice, give opinions or make complaints.

3. Relevant Description 

Reporting the illegal behaviors of market entities doesn’t belong to a petitioning item. The relevant stipulations of the Petitioning Regulations are inapplicable to such a report. We suggest you report such an illegal behavior through the reporting channel. 

As for the petitioning items inside the responsibility of CSRC agencies and branches, we suggest you report them to the relevant CSRC agencies and branches directly.  

About the Illegal Securities and Futures Trade Reporting Center

1. Functions

It is responsible for receiving reports, applying for approval of investigation, and giving awards according to the Interim Regulations on Reporting Illegal Securities and Futures Trade (CSRC Notice No. [2020] 7). 

2. Orientation 

It opens up the sources of clues to major cases and intensify efforts to crack down on illegal securities and futures trade.

About the CSRC Hotline 12386

1. Orientation 

The hotline “12386” is a public service channel established by CSRC to receive appeals of investors in the securities and futures markets. 

2. Scope of Appeals

According to the Notice on the Matters Related to the Operation of the CSRC Hotline “12386” (CSRC Notice No. [2018] 32), the hotline “12386” receives complaints on civil disputes, consulting questions, opinions and suggestions rather than petitions and reports.
